Become a Registrar

As part of its duties, Afnic assigns domain names through the registrar.

The legal framework requires that it accredit registrars according to the six criteria defined by Decree No. 2011-926 of 1 August 2011, namely that the registrar:

  • Manages the principles and operating procedures for the Internet domain name system;
  • Manages the equipment and technical rules needed to register domain names with the registry;
  • Has set up a verification procedure for identification data provided by domain name applicants so that it may answer any questions of the Registry;
  • Has the required human and technical resources to ensure the updating of any administrative and technical data provided by domain name applicants for identification purposes;
  • Has the required computer equipment and software to ensure the security of personal data provided by domain name applicants, and safeguards these data in compliance with the requirements of French Law 78-17 of 6 January 1978 as amended;
  • Provides suitable conditions for contact with the public.

 

Thereafter, the contract is automatically renewed for each annual period beginning on 1 January and ending on 31 December of each year.

Once accreditation is granted, the registrars exercise their activities under the control of Afnic on the basis of a registration contract which establishes the conditions for accessing Afnic services as well as those for accessing the services of the registrar.

The registration contract is automatically terminated in the event of loss of accreditation by the registrar.

The non-renewal or termination of the registration contract results in the automatic withdrawal of accreditation.

Am I concerned by the personal data protection?

Every registrar commits itself in the personal data protection.

You are concerned by the personal data protection in any circumstances even if you work only with professional customers or if you are not located in France or if you are going to register domain names exclusively for your own companies.

In fact, you collect personal data from the holder's domain name and those data will be included in the .fr Whois, the French State data base. Doing this, you have to process personal data for which you warrant the protection under the terms and conditions defined by  the Regulation (EU) 2016/679 of the European Parliament and of the Council of 27 April 2016 on the protection of natural persons with regard to the processing of personal data and on the free movement of such data, and repealing Directive 95/46/EC (“General Data Protection Regulation” or “GDPR”) .

If, according to the European Commission, the country in which you are located does not provide adequate protection of personal data (you may check this aspect on the CNIL website), under the accreditation process, we will put in application apendix 3 "Appropriate safeguards for transfers outside EU" in order to provide appropriate level of personal data protection as requested by GDPR.

In any case, it is necessary that you take action regarding personal data protection both at the time of accreditation and throughout your accreditation.

Must I become a member of the association?

Since January 1st, 2008 it is possible to become a registrar without being a member of Afnic. You can also become a member if you wish to. The "Registrar Members" category is open -in a non-automatic and a non-obligatory way- to registrars under contract with Afnic, wathever the option choosed. It will allow you to participate to the "Registrar" Consultative Committee, to elect your representatives for the Board of directors and to take part to Afnic working groups.
